Thoughts on the ImagineNation Challenges and Innovation in Health Care

Excelleris was recently awarded first place in the Canada Health Infoway ImagineNation Challenge in the category of Patient Access to Information. The awards were announced on 27-May-13 at the eHealth 2013 conference in Ottawa and presented to organizations that seek to inspire, provoke, and promote innovation in health and health care. We were of course delighted to place first in our category (competitive souls work here!), and we will of course participate in any future Challenges that Infoway sponsors. The team at Infoway does a great job of supporting the organizations that enter, and it is a great way to increase awareness of the many innovations that are emerging in the Health Care Industry. Health Care is never dull – anyone who has worked in this industry will tell you that. People will also tell you how schizophrenic the industry is. On one hand great technical advancements are made in Health Care practically daily. Map the Human Genome? Done! Turn HIV into a chronic disease instead of a death sentence? Done! On the other hand, technologies that are currently taken for granted in other industries, i.e. access to your own personal information, the means of playing an active role, are groundbreaking in Health Care. Why is that? It may be simply that the average person is still content to be a passive participant in their Health Care. A good doctor and the public pay model still makes it possible for most of us to remain comfortably passive. If you get sick or injured you’ll probably get fixed up and wait time horror stories notwithstanding, you’ll get fixed up in pretty decent time really. Do you really need to print that? Why Health Care should take a page from the Travel industry

When it comes to being green, Health Care, and supporting service organizations to the Health Care Industry, need to take a page from the Travel Industry. Travelling serves as an excellent reminder to be conscious of environmental issues and consumption in general.  The amount of trash generated in one cross-Canada flight alone is disturbing, even though airlines are making concerted and very visible efforts to reduce the amount of waste they generate. Hotels have gotten the message as well, and you can’t get on the elevator without reading the hotel environmental policy and to please reuse your towels and linens.   The cynics amongst us like to think that this is all just “green” marketing.  The optimists say “So what?”  If marketing is what it takes to make us think about this issue, then so be it. Hospitals, like hotels are actively trying to address this issue and are seeking ways to balance the critical need for cleanliness with the equally critical need to help ensure our planet remains fit for habitation.   But what about us – what can Excelleris do to reduce our environmental impact? Part of Excelleris’ Health Care information distribution and access service includes generating and distributing printed materials on behalf of our customers.  Forests (and pine beetles) should fear Health Care. Electronic Information Distribution: the “New Normal”

Recently, Canada Post announced that they were planning to increase postage rates as well as phase out urban delivery. This announcement earned the organization  more than a few days in the news, but it highlighted an absolute fact: the vast majority of people have already accepted electronic information distribution as the “new normal”.  It makes a lot of sense.  It is ecologically responsible, it is extremely cost effective, and it is fast and convenient. Excelleris is, of course, in the business of Health Care information distribution. Most of the information we distribute goes electronically to recipients that have already embraced the “new normal” but a subset still gets printed and distributed in the old fashioned, VERY EXPENSIVE way.  This is a great pity, considering the financial pressure on Health Care as an industry overall.  Really – there are better ways for Health Care to spend money than on antiquated information distribution methods. For our part, we are absolutely committed to converting the Health Care industry to electronic information distribution, so that Health Care realizes the benefits and cost savings of this approach. We actively engage information recipients that are still on print and strongly encourage them to make the switch to electronic. But you, a casual reader of this blog, can also do your part. The next time you go to see your Doctor, ask them this: “Do you have an Electronic Medical Record (EMR) application and do you receive health care information from hospitals and laboratories electronically?” If the answer is NO, then ask why not.

Changes to Island Health outpatient laboratory requisition

Date: June 30, 2014 From: Scott McCarten Manager– Standards, Process Improvement & Quality for Island Health Laboratory Medicine, Pathology & Medical Genetics The British Columbia Medical Association (BCMA) and the Medical Services Commission (MSC) have jointly mandated further changes to the Standard Outpatient Laboratory Requisition (SOPLR) effective June 30th, 2014. In order to accommodate the mandated changes, the Island Health Laboratories requisition has been updated. Please note that any new orders for Island Health outpatient laboratory requisitions will be filled with this new requisition, which includes the changes outlined below. Please note that you can continue to order Island Health requisitions from your current supplier. If you would like to start ordering requisitions from Island Health, they are available from Island Health Print Services as per below: Please use the attached order form when placing orders for requisitions. New Requisition Order Form The following pages include a copy of the requisition front page with outlined changes, and a written summary of those changes. View Summary of Outlined Changes to the Requisition Form Note: The front of the requisition has the MSP specified content (with the exception of the header and the colour) and the back of the requisition has information that is specific to Island Health.

Pap Test Results & Reminders to be distributed via Excelleris to providers in BC & Yukon

June 25th, 2014 Note: This bulletin has been sent to all Pap test providers in British Columbia and the Yukon. In early July 2014, Pap test providers across British Columbia and the Yukon will be able to access Pap test results and reminder letters through Excelleris. What you need to know Pap test results and reminder letters will be distributed in the same manner that your other Lower Mainland Laboratory reports are received. If your reports are received via Excelleris hardcopy (through Meditran), fax, or Excelleris LaunchPad, you will now receive your Pap test results and Pap test reminder letters in the same way. Results sent to physician EMRs will be in a PDF format at this time, although they may come via hardcopy/fax print while Excelleris works with EMR vendors to validate that EMRs can receive/process the new content. Please note that Pap test results and reminders will not be available for patients on my ehealth at this time. If you are not receiving your laboratory reports via Excelleris LaunchPad or physician EMR, this is an excellent time to make the transition and receive your reports electronically. Reminder of the Importance of Secure Transfer of Medical Records

A recent article titled “Health records faxed to business by mistake” by Canadian Healthcare Technology points out the practical importance of safe and secure transfer of medical records: “Despite repeated alerts to Alberta Health Services, a Calgary business continues to receive private health information via fax. Scott Chisolm says his office fax machine has been receiving the sensitive records since 2008.” You can read the full article here. These types of mistakes not only violate patient privacy rights but can have tragic consequences if, for example, an important lab test is lost in transport between the lab and doctor’s office. Ontarians now have online access to their laboratory test results

LifeLabs Medical Laboratory Services (“LifeLabs”) today announced the launch of my results™ – an online portal that provides Ontario patients with quick, easy and secure access to most of their LifeLabs test results within 24-48 hours. The free, secure, web-based service has been developed by Excelleris Technologies to meet the needs of the growing number of patients who want direct access to their laboratory results.

LifeLabs first piloted my results in December 2014 in a few communities across Ontario. The feedback from interviews and surveys conducted with my results patients and healthcare provider participants demonstrates that patients feel more informed and better prepared for discussions with their health care providers when they have access to their lab results. Eighty-nine percent of patients and seventy percent of physicians surveyed were satisfied with my ehealth. Patients and healthcare providers agree that patients managing chronic diseases can benefit from the online access to lab results service. As one patient who is using the service said, “I like the availability of it, especially because I’m diabetic. I can take a look and see where my sugar levels are going.”

The Ontario findings are consistent with the experience in British Columbia where over 500,000 patients have had electronic access to their lab results since 2010 on the same secure platform. In a study titled “Impacts of direct patient access to laboratory results in BC” released by the Social Research and Demonstration Corporation (SRDC) and Canada Health Infoway, the authors confirm the high levels of patient satisfaction with having direct access to results. LifeLabs Celebrates One-Year Anniversary of Excelleris Solution my results

Over 600,000 Ontarians now receive their lab results online

Over the past year, LifeLabs has connected over 600,000 Ontarians to their health information through my results, LifeLabs’ online lab results portal. The free, secure, web-based service was introduced in Ontario in August 2015 to meet the needs of a growing number of Ontarians who want direct access to their own health information. Each week, approximately 12,000 Ontarians now register for my results, giving them quick and convenient access to their own lab results.

“Through innovative tools like my results, we’re giving patients valuable information and peace of mind,” said Sue Paish, President and CEO of LifeLabs. “We know the wait for lab results can be stressful for patients and their families. Providing people with easy and fast access to their health information using my results gives patients the information they need to be more informed about their health. This allows Ontarians to engage in more productive conversations with their doctors and other healthcare providers.”

LifeLabs is the only community laboratory in Canada providing free online access for patients to their lab results. Feedback from interviews and surveys with patients and health care providers who use my results found that patients feel more informed and better prepared for discussions with their healthcare providers when they have access to their own results.

“My test results were posted quickly which allowed me to address the results with my doctor quickly,” said Shirley, a patient in Peterborough who uses my results. “I like having my own records, so I know when things are changing, and I feel more in control of my health.”

Most test results are available through my results and are posted to patients’ accounts within 24-48 hours. Developed by Excelleris Technologies, a wholly owned subsidiary of LifeLabs, my results uses industry best practices for privacy and security. People can access their results online following their visit to any of the 230 patient service centres that LifeLabs operates throughout Ontario.

The Ontario findings are consistent with the experience in British Columbia where over 700,000 British Columbians have registered for online access to their lab results on the same platform.
